Export declaration: service options and costs compared

By · Customs Expert & CEO

Customs portal, in-house software, courier, customs agency or Smart Zoll: five ways to file a German export declaration compared by cost and effort.

An electronics retailer in Leipzig ships six to eight consignments a month to Switzerland, Norway and the USA. So far the freight forwarder has handled the export declaration on the side, sometimes for EUR 40, sometimes for EUR 60, depending on who happened to be at the desk. When a shipment sat idle for three days because the ABD was missing, the question came up: who should file the export declaration in future, and what should it cost? This article compares the five options open to German exporters by cost, effort and requirements, and says openly where Smart Zoll stands in that comparison.

Last updated: 8 October 2026

Which options are there?

The export declaration must be filed electronically via ATLAS, the IT system of the German customs administration. Customs names two technical routes: certified ATLAS participant software, or filing via the internet. In practice this results in five options; the first four are also how the German chambers of commerce (IHK) describe them:

  1. Filing yourself in the Zoll-Portal using the free internet export declaration (IAA-Plus).
  2. Your own certified software in-house, often connected to the ERP system.
  3. The export declaration service of the courier or freight forwarder that carries the shipment.
  4. A classic customs agency that takes your documents by email and enters and files the declaration for you.
  5. Smart Zoll, the customs agency with an online portal: you enter the shipment yourself, our customs experts review and file it.

Which option fits depends on shipment volume, on the customs know-how in the company and on how much time the declaration may take.

Option 1: Filing yourself in the Zoll-Portal

Any company can use the Internet Export Declaration Plus (IAA-Plus) free of charge. Since 17 March 2026 it runs exclusively through the Zoll-Portal, the customs administration’s online portal; the former standalone access has been switched off. You need an EORI number, an ELSTER account for the company (an organisation account for corporations and partnerships) and a separate user account for each employee. Every declaration is signed electronically with the ELSTER certificate.

Free does not mean effortless. You fill in every field of the declaration yourself: commodity code, procedure code, statistical value, carrier, office of exit. Errors only surface at customs, and the exporter is responsible for the data in any case. Two restrictions matter: filing is only possible if the goods are declared at a German office of export or presented at a German office of exit, and filing through a direct representative is not supported for technical reasons. How access works since the switch is described in ATLAS export AES 3.0.

Cost: no fees, but working time and a learning curve. Suits: companies with few shipments and one person who knows customs declarations.

Option 2: Your own ATLAS software

If you want to file yourself on a permanent basis, you need participant software certified by customs. Under section 8a of the German Customs Regulation (Zollverordnung), participation in electronic data exchange must be registered in advance; customs publishes a list of certified providers. The software runs in-house or as a hosted solution and can be connected to inventory management or ERP so that master data is not maintained twice.

This involves licence or usage fees, plus set-up, training and ongoing maintenance of code lists and releases. The amount depends on the provider and the scope; there is no blanket figure. Customs expertise remains necessary in-house, because the software checks formats, not whether the commodity code or procedure is correct.

Cost: licence plus internal effort. Suits: companies with a regular high export volume and their own customs department or customs officer.

Option 3: The courier’s export declaration service

Couriers offer the declaration as an add-on. DHL Express charges EUR 35 per ABD with up to five tariff positions for its AES export declaration service; more positions need a further order. In practice, DHL Express requires a separate ABD for every package in a shipment. So you pay not per shipment but per package: a shipment of three packages costs EUR 105, one of five packages EUR 175. The order must be received by 12:00 on the business day before dispatch; the ABD is then available the next business day, and according to DHL creation usually takes 24 hours. A one-off customs power of attorney is required, and the service applies only to shipments sent with DHL Express. A customs inspection, if one occurs, is charged extra.

The advantage is convenience: transport and declaration from one source. The disadvantage is being tied to the carrier. If you switch provider or ship by freight forwarder, you need another route. Other parcel services have comparable offers; ask the respective provider for price, lead time and conditions.

Cost: EUR 35 per package with DHL Express, so EUR 105 for a shipment of three packages. Suits: occasional single-package shipments that go with this courier anyway.

Option 4: A classic customs agency

A classic customs agency creates the declaration as the exporter’s representative and files it through its own ATLAS software. You need neither software nor ELSTER access to the Zoll-Portal, only an EORI number and a power of attorney. The process runs by email: you fill in an order form, attach the commercial invoice and the power of attorney, the agency keys the data into its system, clears queries by phone or email and sends you the ABD. Many agencies set a cut-off, for example midday for filing on the following day.

Billing is per declaration. According to our review of public price lists in October 2026, classic customs agencies mostly charge EUR 40 to EUR 50 net per declaration, plus EUR 4 to EUR 10 for each additional tariff position; with volume tiers from around 15 declarations a month the price drops to EUR 25 at some agencies. Special procedures such as temporary export or processing cost EUR 55 to EUR 75 at some agencies. The price covers the expertise you do not have in-house, and you remain free to choose the carrier. Two weaknesses lie in the process: your data is entered a second time, which brings queries and transcription errors, and the status of the declaration is only known on request. The IHK advises defining tasks and responsibilities clearly in the contract, because the exporter’s obligations remain.

Cost: mostly EUR 40 to EUR 50 net per declaration. Suits: companies that prefer to hand over documents by email rather than fill in a form themselves, and that can plan for the lead time.

Option 5: Smart Zoll: you request, customs experts review

Smart Zoll is a customs agency in Düsseldorf that adds an online portal to option four. You enter the shipment yourself online: shipper, consignee, description of goods, values, delivery term. You find the commodity code in the built-in goods directory. Our customs experts review every declaration before it goes to customs via ATLAS, including export-control aspects, and correct with you whatever does not fit. You can see the status in the portal at any time. The customs acceptance confirmation usually arrives within an hour during our service hours, the ABD with its MRN after the inspection period, usually on the next business day, and the exit confirmation later automatically by email and in the portal. You need no software, no participant authorisation and no ELSTER access, only an EORI number. The data is stored on servers in the EU.

Compared with a classic agency, this changes four things:

On top of that come functions an email-based agency cannot offer:

You choose the carrier freely; the courier or forwarder receives the MRN from you.

Cost: EUR 30 net per declaration, EUR 25 from 15 a month, individual terms for enterprise customers on request. Suits: companies from their first shipment to enterprise level that have their own shipment data and invest ten minutes per declaration rather than waiting for queries.

What does an export declaration cost in comparison?

OptionCost per shipmentRequirements and effort
Zoll-Portal yourselfEUR 0EORI, ELSTER account, own customs know-how; learning the fields, codes and ELSTER access, several hours per declaration without routine
Own softwareLicence, provider-dependentRegistration under section 8a Zollverordnung, certified software, training, maintenance
Courier serviceEUR 35 per package (DHL Express), EUR 105 for three packagesPower of attorney, order by 12:00 the day before, only the courier’s own shipments
Classic customs agencyEUR 40 to 50 netEORI, power of attorney, order by email; agency keys in the data; lead time often until the day before
Smart ZollEUR 30 net, EUR 25 from 15 a month, however many packagesEORI, access to the online portal; you enter, experts review; processed immediately; status online; templates, import, archive; carrier freely selectable

Expect the same ancillary costs on every route: each additional tariff position costs extra (EUR 5 with us), a customs inspection is charged by customs, and anyone who needs an ABD at short notice often pays with a shipment left behind. Parcel carriers such as FedEx, UPS or DHL frequently require the ABD from a goods value of EUR 750 and do not always accept an ABD created after the fact. Whether you need a declaration at all is explained in When do I need an ABD?; for a specific shipment you can check online whether you need an ABD.

Which option suits whom?

Example from practice

The retailer in Leipzig does the maths. The Zoll-Portal costs nothing, but would need an ELSTER organisation account, time to learn the fields and codes, and several hours per declaration without routine; with seven shipments a month that is several working days at first. The courier service charges per package: their shipments of two to three cartons cost EUR 70 to EUR 105 there. It also applies only to shipments that go with that courier, and the pallet to Norway travels by freight forwarder. The classic customs agency charges EUR 45 per declaration, EUR 315 a month, and wants the documents by midday the day before. With Smart Zoll they enter each shipment in about ten minutes, pay EUR 30 net per declaration, EUR 210 a month, see the status online and can choose courier or forwarder freely. They opt for Smart Zoll and only book collection once the MRN is in hand.

Summary

Smart Zoll tip: Compare not only the price per declaration but also the time to the MRN and whether you can switch carriers. A declaration that is missing on dispatch day costs more than any price difference.

At Smart Zoll you request the export declaration yourself online for EUR 30 net per declaration, and our customs experts review it before it is filed with customs.
